‘ON-LINE APPLICATIONS (Computerized)’ are invited for the Combined Competitive Examination indicating the Service in order of preference for the recruitment ot the Tripura Civil Service Grade-II &Tripura Police Service Grade-II. The necessary particulars are given below:-

The number of vacancies to be filled up may increase or decrease.
The ST/SC Candidates of other States (not recognized by the Govt. of Tripura) should apply for unreserved vacancy as general candidate along with recruitment fee prescribed for general candidates.
3. Scale of pay: Pay Band-4, Rs.13, 575 – 37,000/-, Grade Pay Rs.3700/-
(Group- A, Gazetted).
4. Eligibility Conditions:
(a) Citizen of India.
(b) Educational Qualifications: Must hold Degree of a recognized University.
(c) Age: – Not less than 21 years and not more than 37 (thirty seven) years of age on the first day of the month in which applications are invited. i.e. as on 1st May, 2010 .It is relaxable by 5(five) years in case of ST/SC/PH candidates & Government Servants provided that the Govt. Servants belonging to ST, SC & PH categories shall not get this relaxation over and above the general relaxation of 5 years available to them. The date of birth should be written in Christian era as recorded in Admit Card of Madhyamik/ School leaving Certificate Examination.
(d) Physical Fitness & Medical Examination: A candidate must be in a good mental and bodily health and free from any physical defect likely to interfere with the discharge of his/her duties as an officer of the service. A candidate who after such medical Examination as the Government or the Appointing Authority as the case may be, may prescribe is found not to satisfy these requirements, will not be appointed. Any candidate called for the personality Test by the Commission may be required to undergo the Medical Examination.

(i) In the State : In any of the total 111 Nos. of branches / Extension counters of Tripura Gramin Bank located at different Urban and Rural areas of the State through special deposit slip to the account No.14711 without any extra charge/commission from the candidates.
(ii) Outside the State: To the Account No.31110220136 of the State Bank of India (core banking branches). The Bankers charge/commission if required to be paid in addition.
(b) On-line log-in (TPSC Website): The applicants shall log-in to http://www.tpsc.gov.in and the particulars / Bio- data in the Web page are to be entered along with the scanned stamp/passport size photograph with full signature at the below/ right side of the photograph.
(C) Acknowledgement Receipt: After entering the required particulars along with scanned photograph and full signature of the candidate, click save and print out the ‘ON-LINE APPLICATION’ Generated Receipt.
On successful acceptance of ‘ON-LINE APPLICATION’ a Registration Number and a password will be generated and displayed.The Candidate may preserve both the Registration Number and a password for re-generation ‘On-line Application’ Receipt.
(d) In addition to the submission of ‘ON-LINE APPLICATION’ within the stipulated period, In-service candidates will have to submit ‘No Objection’ from the Appointing Authority along with copy of on-line application receipt before the Written Examination/Personality Test.
(6) Last (Closing) Date & Time: The last date of receiving ‘On-Line Application’ is 31-05-2010 (5.00 pm) Applications received after the closing date & hour will not be entertained. Incomplete application is liable to be summarily rejected.
Other important instructions.
a. Preference: A candidate should clearly indicate (select) the service of preference for which he/she wishes to be recruited. No subsequent request for change or alteration of preference shall be entertained. But the Commission reserves the right to select the candidate to any of the 2(two) services on consideration of fitness & number of vacancies available. Candidates should note that unless they indicate preference for service they may not be recommended for such service even if they may be otherwise eligible for the same on the result of examination.
b. No restriction shall be imposed on number of chances for appearing in the examination.
c. The applicants must be in possession of the prescribed minimum qualification(s) for the respective post(s) as on 31-05-2010 for submission of application as mentioned in the advertisement.
d. The candidates will be responsible for correctness of all particulars as furnished. In case of any subsequent detection of false or defective statement(s) or suppression of facts, even after selection / appointment, his/her Candidature will be summarily rejected.
e. If a candidate submits more than one “On-line Applications”, his/her latest application will be considered and previous applications will be automatically deleted.
f. The decision of the Commission as to the eligibility or otherwise of a candidate at any stage of the selection process shall be final.
g. The Combined Written Examination may be held in the month of November, 2010. The exact date, time, venue will be notified in News papers / other media/ TPSC website in due course and Provisional Call Letter will be issued to the eligible candidates to appear at the Written Competitive Examination. The candidates are to come along with 2(two) copies of his/her recent stamp/passport size photograph & Recruitment fee deposit slip (Bank receipt) for admission to the Examination Hall.
h. The Commission at its discretion may fix the minimum qualifying marks in any or all of the written papers and in the aggregate of the Combined Written Examination Result to restrict the numbers of candidates for Personality Test/Interview. If a candidate fails to secure qualifying marks in any paper, so fixed, the marks in that paper will not be considered in calculation of the aggregate.
i. The candidates qualified for Personality Test/Interview after declaration of the Written Examination result will have to submit the self-attested copies of certificates/documents etc. in support of his Nationality, Category, Age, Educational Qualification and the copy of ‘On-Line application Receipt’ with full signature within the date specified by the Commission. The original copies of the same are also to be brought at the time of Personality Test.
j. In no case, a candidate will be considered for Personality Test unless he/she appears in all the papers of the written examination. If a candidate remains absent in the interview, his/her candidature will not be considered for final selection.
k. The final selection will be made in order of merit on the basis of the marks obtained by a candidate in written examination, in aggregate, adding the marks obtained in the Personality Test.
l. No TA/DA for the candidates will be borne by the Commission. m. Canvassing in any form at any stage will disqualify a candidate.

Based on the results of the written part of Civil Services (Main) Examination, 2009 held by the Union Public Service Commission in October-November, 2009 and the interviews for Personality Test held in March-April, 2010, the following is the list, in order of merit, of candidates who have been recommended for appointment to the : -
[i] Indian Administrative Service;
[ii] Indian Foreign Service;
[iii] Indian Police Service; and
[iv] Central Services, Group ‘A’ and Group ‘B’.
A total number of 875 candidates have been recommended for appointment including 399 General (including 21 Physically Challenged candidates), 273 Other Backward Classes(including 09 Physically Challenged candidates), 127 Scheduled Castes and 76 Scheduled Tribes candidates.
2. Appointment to the various services will be made according to the number of vacancies available with due consideration to the provisions contained in Rules 2 and 19 of the Rules of the Examination and subject to the final decision of the Supreme Court / High Court / C.A.Ts. on the S.L.Ps. / R.As/ W.Ps. O.As. pending therein. The number of vacancies reported by the Government for the Indian Administrative Service is 131 (66 General, 38 Other Backward Classes, 18 Scheduled Castes and 09 Scheduled Tribes); for the Indian Foreign Service is 30 (15 General, 10 Other Backward Classes, 01 Scheduled Castes and 04 Scheduled Tribe); for the Indian Police Service is 150 (77 General, 39 Other Backward Classes, 21 Scheduled Castes and 13 Scheduled Tribes); for the Central Services Group ‘A’ is 582 (298 General, 159 Other Backward Classes, 81 Scheduled Castes and 44 Scheduled Tribes) and for Central Services Group ‘B’ is 96 ( 57 General, 27 Other Backward Classes, 06 Scheduled Castes and 06 Scheduled Tribes). This includes 30 vacancies for Physically Challenged candidates.

4. In accordance with Rule 16 (4) & (5) of the Civil Services Examination Rules 2009, the Commission is maintaining a consolidated Reserve List of 228 candidates which includes 114 General, 88 Other Backward Classes, 18 Scheduled Castes and 08 Scheduled Tribes candidates ranking in order of merit below the last recommended candidate under respective category.
5. The list of candidates recommended for appointment has been drawn pursuant to the ad-interim stay granted by the Hon’ble Supreme Court in SLP(Civil) No.13571-72/2008 dated 16.05.2008 filed by the Union of India on the judgment of the Hon’ble Madras High Court in WP No.37196 of 2007 and related batch matters and therefore, this result is provisional subject to the final outcome of the Special Leave Petitions No.13571-72/2008 and judgment/directions of the Hon’ble Supreme Court in the matter.
6. UPSC has a “Facilitation Counter” near Examination Hall in its campus. Candidates can obtain any information / clarification regarding their examinations / recruitments on the working days between 1000 hours to 1700 hours in person or over telephone Nos. 23385271 / 23381125 / 23098543. Result will also be available on the U.P.S.C. website i.e. http//www.upsc.gov.in. However, marks are likely to be available on the website within 15 days from the date of declaration of results.

A Mumbai Special Court, which conducted the trial of 26/11 terror strikes, announced the death penalty for Ajmal Amir Kasab, the lone surviving terrorist. The sentencing by Judge M L Tahiliyani makes Kasab the 52nd person on death row in India. Kasab was handed capital punishment for killing 72 people and waging war against the state.
Kasab got the death sentence on four counts, while he got life-term in five other cases.
Kasab, a Pakistan citizen, has turned into one of India's costliest prisoners. Till now, the Government has spent over 35 crore rupees for his safety.
Public prosecutor, Ujjwal Nikam, described him as "worse than a wild beast... Kasab is a killing machine... and the orders for this machine came from Pakistan."
On Monday, Kasab was found guilty on more than 80 of the 86 charges brought against him for planning and executing the 26/11 attacks in Mumbai.
The death penalty will not be implemented immediately. Kasab has the option of appealing to higher courts, and can also file a mercy petition for the consideration of the President.
Special Public Prosecutor in the Mumbai attack case Ujjwal Nikam today expressed happiness over awarding of death sentence to Pakistani terrorist Ajmal Kasab for the carnage, saying the verdict has delivered justice to the families of the victims. "I am happy about the verdict.
Nikam, who fought India's biggest terror attack case, said the "fair and open trial in the case" has given the message to the entire world that in India everybody, even a dreaded terrorist, gets full opportunity to defend himself. Speaking on the trial procedure in the special court, he said Kasab tried every trick to mislead the court on several occasions. "Sometimes he would ask for chicken biriyani, sometimes he would tell us that he wanted to tie a rakhi. He used all the theatrics so as to save himself," Nikam said
The 22-year-old Kasab, from Pakistan's Punjab province was seen crying as he was led back to the court room after stepping out briefly with the judge's consent to drink water.
At one point, special judge M.L. Tahaliyani asked the defence lawyer if Kasab wanted to say something. When the question was posed to him, Kasab just shook his head. He looked irritated and again sat down. The judge then spoke directly to the prisoner in Hindi: 'Do you want to say something?' Kasab looked at the judge blankly, shook his head and sat down.
Speaking later, Special Public Prosecutor Ujjwal Nikam said: "Those were crocodile tears." Nikam went on to recite a Sanskrit verse to mean that no matter how much milk is given to a snake, it will always spew venom.

The guidelines for filling application on-line is given as under:
The candidates should have their Fee Payment Receipt (FPR) ready before applying on-line, as the FPR details are required to be entered in the on-line application. The candidates must download a copy of Fee Payment Receipt from Bank’s Website and deposit the Application Fees in any of the Bank’s notified CBS branches. Without the valid FPR details, data will not be registered. The FPR should not be dated before 06.05.2010 and not after 05.06.2010. Even if the Bank extends the date of On-line registration by one or two days, the valid dates of Fee Payment receipt (FPR) will not be changed. Candidates should ensure that on deposit of fee, the branch issues to him/her a copy of FPR which should invariably mention under noted items :-
i) Journal number (7-10 digits) ii) Branch Name iii) Branch code number and iv) Date of deposit. &
v) Name of the candidate.
• The original receipt should be retained and produced at the time of written test. The candidate shall be allowed to appear in the written test on submission of Call letter along with Original Fee Payment Receipt (FPR). The candidates may retain the Xerox copy of FPR for further reference.
• The candidates must possess a valid email id for filling the application. In case candidate is not having a valid id, he can create a new email id. This email-id should be kept active during this recruitment project.
The candidate must retain the Application print out of on-line application & photocopy of Fee receipt for further reference. The print out of the on-line application will have invariably to be submitted at the time of GD/Interview.
CALL LETTERS FOR THE WRITTEN EXAMINATION:-
The date of written examination is tentatively fixed as 25.07.2010. However, it will be intimated in the call letter alongwith the centre / venue of the examination, well in advance of the date of written examination. Call letters for the written test will be sent by post (UPC) to the eligible candidates to the address given in the application form. An eligible candidate who does not receive his call letter by 19th July, 2010, should contact the official at the address for the respective centres given above furnishing his or her name, registration number, details of FPR, etc., for taking immediate remedial action. Duplicate call letters will be issued at the contact addresses mentioned above between 19th July, 2010 to 24th July, 2010.
